As a bit of clarification, only purchases made via the Steam Wallet are eligible to unlock trading card drops. if you made a purchase of any amount via Steam Wallet before June 26th 2013, you are grandfathered in as a "paying user" by Steam and you get 4 card drops. If you haven't spent money via the Steam Wallet prior to today then you are not currently eligible for a card drop.

Going forward, for every $9 that you spend on Warframe via Steam Wallet you will be eligible for one card drop.

This is a Steam Initiative that we're participating in and they are in complete control of how card drops are earned.
